Full SOPs for the Phase 2 of National Recovery Plan

Tan Sri Muhyiddin Yassin, Prime Minister of Malaysia, has announced a number of changes to Covid-19 standard operating procedures (SOPs) for individuals who have been completely vaccinated. He stated that the decision was made after thorough review, and that Putrajaya is convinced that risks can be diminished.

These include the ability to travel, participate in non-contact outdoor activities and sports, be quarantined at home, and attend prayers at the individual’s respected house of worship under specific conditions.

It is mentioned that the new rules will come into effect Tuesday.

Here are the list of measures for those who have been fully vaccinated:

1) Travellers who are returning to Malaysia can be quarantined at their own homes.

2) Phase 2 of the National Recovery Plan allows for interstate travelling.

3) Long-distance married couples may travel across states and districts to visit one another.

4) Parents may travel to see their children aged under 18.

5) Muslims and non-Muslims alike are permitted to pray in houses of worship, subject to certain restrictions.

6) Dine-ins allowed under Phase 2 of the NRP.

7) Outdoor exercise allowed (6am-10pm) with social distancing under Phase 2 of the NRP.

If needed, fully vaccinated individuals must produce their digital vaccination certificates as verification, such as at roadblocks.

To be more precise, the fully vaccinated is only for those who have passed 14 days after receiving the second dose of either the Pfizer, AstraZeneca or Sinovac vaccines, and those who have passed 28 days after being jabbed with the single-dose Johnson & Johnson or CanSino vaccines.

The government has also allowed tourism to take place within states, including in hotels and homestay facilities. However, before checking in, the personnel at these establishments must confirm that all of their visitors have been fully vaccinated by producing digital certificates of their Covid-19 vaccinations.

Outdoor exercises will be allowed but only to an extend such as non-contact sports and recreational activities that do not involve teams.

Individuals who have been fully vaccinated may also dine in restaurants provided they produce their vaccination certificates. However, whether you’re vaccinated or not, the dangers are significantly higher because masks will be removed while eating and chatting with others at the same table.

On another note, Malaysian citizens and non-citizens who reside in Malaysia, including those with permanent resident status and residing under the Malaysia My Second Home (MM2H) programme, are subject to obligatory quarantine upon entry. They will be put under the digital home surveillance.

States that have are currently under  Phase 2 are Penang, Perak, Pahang, Terengganu, Kelantan, Sabah. Meanwhile, Perlis, Labuan and Sarawak are already in Phase 3.
